作为中华民族的传统美德,见义勇为不仅是个人道德品质的体现,而且彰显着极大的社会价值。然而在当今社会,人们面对危难却表现各异:或积极,或冷漠,或顾虑。背后原因复杂,但是见义勇为遭遇“见证难”是其中一个很重要的因素。公民作证意识的不足、逐利意识的存在、法律规定的缺憾以及证人的空缺都成为见义勇为遭遇“见证难”的原因所在。因此要加大法制宣传,提升公民作证意识;建立奖励补偿机制,使证人愿意作证;建立完善的保障机制,使证人敢于作证;采取强制作证,使证人必须作证。依此设计,为见义勇为营造良好的法律氛围,从而最大程度地鼓励和推动见义勇为善举的传播。
As the traditional virtue of the Chinese nation, courageous and brave is not only an embodiment of personal moral character, but also shows great social value. In today’s society, however, people behave differently in the face of distress: either positive or apathetic, or worrying. The reasons behind the complex, but courageous encounter “difficult to testify ” is one of the very important factors. The lack of citizen’s awareness of evidence, the existence of profit-seeking consciousness, the shortcomings stipulated by law and the vacancy of witnesses have become the reasons for the courageous encounter of “courage to testify”. Therefore, it is necessary to increase publicity for the legal system so as to raise awareness of citizens’ testimony; establish a reward and compensation mechanism so that witnesses are willing to testify; establish a sound guarantee mechanism to make witnesses dare to testify; and force testifies so witnesses must testify. It is designed to create a good legal atmosphere for the courageous and courageous actions so as to encourage and promote the dissemination of righteousness and charity to the maximum extent possible.
