第一章总则第一条本条例依据「区人民政府及区公所组织通则」的规定,并结合本省具体情况制定之。第二条凡需作为一级政权的区,得由县人民政府报请安徽省人民政府批准设区人民政府,适用本条例第二章之规定。凡不需作为一级政权的区,设区公所,为县人民政府的派出机关,适用本条例第三章之规定。
Chapter I General Provisions Article 1 These Regulations are made in accordance with the provisions of the General Rules for the Organization of District People’s Governments and Districts and Public Divisions and in accordance with the specific conditions in their respective province. Article 2 Any district that needs to be a first-class political power may apply to the People’s Government of Anhui Province for approval of the people’s government of the People’s Liberation Army to set up a people’s government in the sub-district according to the provisions of Chapter Two of these Regulations. Where it is not necessary to be a district authority, a district office shall be established as a dispatching organ for the county people’s government and the provisions of Chapter III of these Regulations shall apply.
