我国在“十二五”期间推出了一系列的财政政策,这期间将是我国公路道路管理体制、运行方式、管理模式的转变期间。我国很多地方政府的财政厅开始采用“统收统支”的政策,同时进行预算改革等。在新型经济环境下,政府的经济领域改革重点已由收入改革转变为支出改革,相继出台了统收统支、分级预算、集中采购等预算新制度。在交通公路管理体制和运行机制的重大转型期,如何顺应新预算制度下对财务管理工作的要求,是在新环境下完成公路项目承建、养护、运营的关键。
During the “Twelfth Five-Year Plan”, our country launched a series of fiscal policies during this period, which will be the period of transition of our country’s road and road management system, operation mode and management mode. Many local governments in our country have begun to adopt the “unified revenue and expenditure control” policy by the department of finance, and carry out budget reform at the same time. Under the new economic environment, the focus of the government’s economic reform has shifted from income reform to expenditure reform, and new budget systems such as unified revenue and expenditure control, graded budgeting and centralized purchasing have been promulgated. How to comply with the requirements of financial management under the new budget system is the key to complete the construction, maintenance and operation of highway projects in the new environment during the major transition period of the management system and operation mechanism of the transportation highway.
