党的十六届五中全会提出了建设社会主义新农村的重大战略决策,这是新时期做好“三农”工作的行动纲领。建设生产发展、生活宽裕、乡风文明、村容整洁、管理民主的社会主义新农村,内容丰富,涵义深刻,全面体现了新形势下农村经济、政治、文化和社会发展的要求。建设社会主义新农村,是希望田野上的民心工程。全省农村工作会议指出,我省各地自然条件、发展程度差异较大,推进社会主义新农村建设,必须坚持从实际出发,因地制宜,分类指导。工业化、城市化水平较高,统筹能力较强的市,要切实加大工业反哺农业、城市支持农村的力度,积极探索建立统筹城乡发展的长效机制,先行一步,全面推进新农村建设。其他各市县郊区、中心镇,要以加快城镇化进程为重点,着力引导工业向园区集中、人口向城镇集中,通过一大批富有活力的中心城镇的发展、带动,促进农村经济社会事业全面进步,加快推进新农村建设。广大农村地区,要以建设现代农业为重点,力求在发展农业产业化方面有所突破,培育和发展农村先进生产力,增加农民收入,积极推进新农村建设。为帮助广大党员干部群众更好地理解这一重大战略决策,我们编发了这组稿件,希望能为建设社会主义新农村添砖加瓦。
The Fifth Plenary Session of the 16th CPC Central Committee proposed major strategic decisions in building a new socialist countryside. This is a program of action for doing a good job in “three rural issues” in the new period. The construction of a new socialist countryside with production and development, ample living, civilized civilizations, clean and tidy villages, and democratic management is rich in content and profound in meaning and fully reflects the requirements of rural economic, political, cultural and social development under the new situation. Building a new socialist countryside is a project of the people's will on the field. The province's rural work conference pointed out that there are great differences in the natural conditions and development levels across the province. To promote the building of a new socialist countryside, we must proceed from reality and guide according to local conditions and in accordance with different categories. In industries with higher industrialization and urbanization and better co-ordination capabilities, we must earnestly increase the intensity of industrial nurturing agriculture and cities supporting the rural areas and actively explore the establishment of a long-term mechanism for coordinating the development of urban and rural areas. We will take the first step and comprehensively push forward the new rural reconstruction. The suburbs and central towns of other cities and counties should focus on speeding up the process of urbanization, strive to guide industries to concentrate in the parks, concentrate population in cities and towns and promote the overall progress of rural economic and social undertakings through the development and promotion of a large number of energetic central towns, Accelerate the building of a new countryside. The majority of rural areas should focus on the construction of modern agriculture and strive to make breakthroughs in the development of agricultural industrialization by cultivating and developing advanced productive forces in rural areas, increasing the incomes of peasants, and actively promoting the building of new rural areas. In order to help the majority of party members and cadres and masses to better understand this major strategic decision, we compiled this set of manuscripts in the hope of building a new socialist countryside.
