现行“按床定人”的编制标准导致三级医院人力资源配置失衡,限制了医院的可持续发展。通过对基于工作量、床位数+工作量、基本+附加编制等编制管理思路进行系统分析研究,笔者认为在备案制背景下,编制管理应坚持政府监管和医院自主管理相结合的原则;编制总数测算应采用“1+X”模式,主要依据床位数,综合考虑服务人口、工作量、床位使用率等因素;医院内部人员配置以工作量为基本衡量单位;同时要建立编制管理的动态调整机制。
The current “standard on a fixed bed” standard has led to an imbalance in the allocation of human resources in tertiary hospitals, limiting the sustainable development of hospitals.
