重庆卫视3月1日全面改版,不再播出商业广告,并减少电视剧和外购外包节目,同时增加新闻节目、自办文化栏目、公益广告和公益宣传片。今年全国“两会”上有人大代表建议央视一套和各地方电视台首套节目全部停播商业广告,以公平的姿态投入新闻报道工作中,实现建设公益频道的目的。重庆卫视此举是差异化定位还是正本清源,是理性回归还是历史倒退,一时引来诸多关注和讨论。其焦点还是老话题:中国的广播电视作为国家和民众的公共财产如何体现并突出其公益性;在社会主义市场经济环境下,电视媒体的“公益性事业”和“经营性产业”如何拆分,并变成电视清晰的实践;电视的社会效益和经济效益如何兼顾,并永远把前者放在首位,而不是前者被后者所淹没。重庆卫视提出的建设“主流媒体、公益频道”的目标、理念和做法为破解上述难题进行了积极探索。任何一项改革都会遇到种种矛盾,包括从不同的角度会有不同的看法,就此本刊组织了一组文章,以飨读者。
