三峡库区农村移民现有安置方式因受环境容量和移民心态等诸方面的制约，安置量受到限制．若解决不好农村移民的去向，将会出现长期的社会问题．农村移民城市安置，实现非农化转移是很有必要的．兴建“移民城”组团式安置农村移民，集中实现非农化转移，无论是对农村移民的生活水平的提高，对库区社会的稳定，还是对土地资源的开发，移民资金的利用，以及库区生态环境的保护和区域经济的合理布局，都有着积极而深远的意义。
The existing resettlement mode of rural migrants in the reservoir area of the Three Gorges area is limited due to the restriction of environmental capacity and resettlers’ mentality. If we do not solve the problem of the rural immigrants, there will be long-term social problems. The resettlement of rural immigrant cities to realize the non-agricultural transfer is necessary. The construction of “immigrant cities” will organize resettlement of rural migrants and focus on the transfer of non-agricultural benefits. Whether it is to improve the standard of living of rural migrants, to stabilize the society in the reservoir area, to develop land resources, to utilize the funds for resettlement, As well as the protection of the ecological environment in the reservoir area and the rational layout of the regional economy, all have positive and far-reaching significance.
