森林病虫害预测预报是森林病虫害综合防治的基础和依据,它能减少森防工作的盲目性,增强科学性,提高综合防治的经济效益。建国三十年来,林木病虫防治是三十年一贯制,“年年防,年年大发生”,全国无一种病虫害有具体的防治指标,综合防治工作存在很大的盲目性。自八十年代以来,由于森林经营日趋集约化,人们在实践中体会到测报的重要意义,大大地推动了测报工作的迅速发展,现在全国森林病虫害测报点有二千多个,测报专业人员近四千余人,1986年6月,林业部在辽宁兴城召开了全国森林病虫害测报工作座谈
