最近几年,在党的农村经济政策的启发下,不少地方的水文部门开始考虑在水文站管理工作中,如何扭转“吃大锅饭”的局面。1981年丹东水文勘测大队迈出了可喜的一步。当年汛期,他们制定了联质计酬管理雨量站方案,选择10个站进行试点,结果有8个站的资料质量有了较大幅度的提高。汛后他们进行了认真的分析总结,肯定了联质计酬的可行性,于1982年在大队范围内56个站全面采取这种管理形式。1983年3月,总站在雨量站管理工作座谈会上介绍了他们的经验,这种联质计酬管理的办法,在全省迅速得到推广。
In recent years, under the guidance of the party’s rural economic policies, hydrological departments in many places began to consider how to reverse the situation of “eating big pots” in the management of hydrological stations. 1981 Dandong hydrological survey brigade has taken a gratifying step. In the flood season of the year, they formulated a plan for the co-payment of remuneration management rainfall stations and selected 10 stations for pilot projects. As a result, the data quality of 8 stations has been greatly improved. After the flood, they conducted a careful analysis and conclusion, affirming the feasibility of joint payment, in 1982, within the brigade within the 56 stations to take this form of management. In March 1983, the terminal station introduced their experience in the management of rainfall stations, and the method of such payment management was promptly promoted throughout the province.
