美国港口国检查一向以对船舶安全与防污染要求高而著称,近期ISM/PSC检查力度又不断加大,船舶ISM体系的规范性与系统性正受到前所未有的关注。现笔者结合在查理斯顿港亲身经历港口国检查的实例,谈一谈赴美船舶应注意的事项,熟悉《美国海岸警备队外籍货船检查手册》,做好迎检准备,以确保ISM/PSC检查顺利通过。 美国海岸警备队对悬挂外国旗货船进行检查时使用《美国海岸警备队外籍货船检查手册》。该检查手册具有详尽而严格的法律依据,为便于学习,易于理解,尽快地了解美国港口
The inspection of U.S. port states has always been known for its high requirements on ship safety and pollution prevention. The inspections of ISM / PSC have been intensified recently, and the normative and systematic nature of the ship ISM system is receiving unprecedented attention.
