湖南省湘潭市是一个传统的老工业城市,也是一个农业大市。全市总人口293.25万人,其中农业人口206.8万人。随着我国经济体制改革的深入、产业结构调整的推进,该市就业再就业矛盾曾十分突出,高峰时期全市有下岗失业人员15万人,农村富余劳动力90万人左右,占农村劳动力70%。几年来,湘潭市以科学发展观为指导,认真贯彻落实党中央、国务院积极的就业政策,坚持“劳动者自主择业、市场调节就业和政府促进就业”的方针,实施就业再就业工程,全市就业局势基本稳定,实现了国民经济又好又快地发展和人民群众安居乐业。
