在现实生活中,许多人都把“升官”与“进步”挂起钩来。在电影《南征北战》中,老大娘看见久别的高连长,部队的同志说,他现在是营长了。老大娘说:“老高又进步了”。在老大娘看来,从连长提拔当了营长就是“进步”。改革开放以来,包括现在,社会上有这么一种“说法”,叫做“跟着组织部,年年有进步”。言下之意,似乎跟着组织部就有“官”当,而升“官”就是“进步”。部队干部的任职有年龄限制,有的干部认为自己年纪大了,提拔无望,职务再也上不去了,就说什么“我现在是房子里放风筝……进步到顶了”。很多人是把职务的提升叫做“进步”的。
