“包容性增长”反映了经济发展与政治发展之间、经济调适与政治收益之间的良性互动与互惠共生。它终结了经济增长主义,有望化解政治合法性的“政绩困局”难题;拉启了经济“存量改革”的大幕,有望重塑和谐的政治、社会关系;促进了参与经济发展与分享经济成果的机会平等,有望拓展政治正义的实现路径;避开了“李普塞特假说”的陷阱,有望进一步触发政治体制改革。
“Inclusive growth ” reflects the positive interaction and mutualism between economic development and political development, economic adjustment and political return. It has ended the problem of economic growth and is expected to resolve its political legitimacy. It is expected that the political and social relations will be reshaped and the economy of participation will be restructured. Equal opportunities for developing and sharing economic achievements are expected to broaden the path of realizing political justice. It is expected that the political system reform will be further triggered by avoiding the trap of the “Lipset Hypothesis.”
