党的十七届四中全会提出,“党员领导干部要作真学真懂真信真用的表率,着力提高理论素养和解决实际问题的能力”。新形势新任务对干部队伍的理论素养、领导能力和工作水平提出了新的更高要求,加强教育培训无疑是提高广大干部综合素质的重要举措。
The Fourth Plenary Session of the 17th CPC Central Committee proposed: “Party members and leading cadres should make truth-learning truth-seeking and practical examples and strive to improve their theoretical accomplishments and solve practical problems.” The new situation and new tasks have set new and higher requirements on the cadre’s theoretical accomplishments, leadership capabilities and work standards. Strengthening education and training is undoubtedly an important measure to improve the overall quality of cadres.
