云南省委、省政府日前做出决定,从今年起至2007年止,在3年时间内举全省之力,通过10大举措、200亿元投入和“3+1”帮扶形式(即:一家企业、一所院校、一家金融机构时口帮扶一个边境县),实现10项任务目标,为边境25个县及人民群众办30件惠民实事,使边境地区的基础设施建设明显改观,社会事业全面进步,特色产业建设取得进展,地方财力进一步增强,经济社会发展能力、文化连设能力、和谐社会构建能力得到加强,群众的生产生活条件有新的改善,呈现经济发展、民族团结、边疆稳定、社会和谐、山川秀美的新局面,这一举措谓之“兴边富民工程”。云南省军区党委高度重视“兴边富民工程”,日前向全区发出通知,要求各单位特别是边防军分区、人武部迅速行动起来,协调驻军部队和组织广大民兵、预备役人员积极投身和支援“兴边富民工程”,努力为实现兴边富民的宏伟目标做贡献。本刊特刊登《通知》要点和云南省军区建设“八千里文明边防线”、积极为“富民兴边”做贡献的综述《建功边防线情洒红土地》,以期对全区后备力量建设战线率兵带民建功西部大开发带来良好的启示。
