建国40年来,我区的水利建设有了很大发展,特别在防洪、小型水利配套、排水等方面取得了显著的社会效益,这是不容置疑的。但长期以来一些水利单位对水利经济的整体效益缺乏全面认识,存在只偏重社会效益,而忽视自身经济效益的情况,因而,水利事业及水利部门缺乏活力,工程老化失修、效益衰减、财政困难,职工队伍难以巩固,影响了水利事业的发展。而在有些单位,由于他们既重视社会效益,又努力提高自身的经济效益,从而使水利经济的整体效益有了显著提高,鱼化抽水站的发展过程很能说明这个问题。

The development of the fish-pumping station is very illustrative of this issue.
