一九四六年七月,国民党反动派调动了几十万大军,开始向我苏皖边区大举进攻,我军在党中央和毛泽东主席“歼灭敌人有生力量”的战略思想指导下,开始了自卫还击战。苏中七战七捷后,我大军北上,苏中南线斗争形势险恶。这时,较具规模的大报奉命北移了,各县先后办起了油印小报。国民党第一百军首先从泰州城出发,向我泰县机关所在地姜埝狂妄反扑,我军给予敌军迎头痛击,制敌人于黄村河以西。于是,泰县县委创办了《自卫报》,后改为《泰县大众》。同时,周围各县报纸,都象雨后春笋地办了起来,甚至连很多区乡和学校也办起了油印小报。
