所谓“纸卫星”(Paper Satellite),是指仅存在于纸面上、未实际投入使用的卫星网络资料。根据国际规则,发射任何一颗卫星前,必须按照程序向国际电联(ITU)申报网络资料,完成所需的国际协调后登入国际频率总表(MIFR),实现卫星频率和轨道资源的储备。严格地说,任何一份卫星网络资料从启动申报到投入使用,这段期间均处于“纸卫星”状态。没有“纸卫星”的支撑,实际卫星的在轨操作就得不到国际上其他国家的认可和保护。
The so-called “Paper Satellite” refers to satellite data that exists only on paper and is not actually used. According to international rules, before launching a satellite, it must follow the procedure to declare the network information to the ITU, complete the required international coordination and then log in to the International Frequency Master List (MIFR) to reserve the satellite frequency and orbital resources. Strictly speaking, any satellite network data from the start to declare to put into use during this period are in the “paper satellite” state. Without the support of “paper satellite”, the in-orbit operation of actual satellites will not be recognized and protected by other countries in the world.
