广泛报道科学技术成就是技术进步的必要条件之一。集中保存国民經济各专业部門的科学著作和技术文件的档案室是这种报道的基本来源。在有了設計材料的健全的集中登記制度并科学地組織其保管和利用的情况下,就可以保証科技情报的完备和及时。可惜目前这种制度尚未建立起来。各种不同的机关、科学研究院、設計院以及工厂的技术档案室彼此沒有联系。只有个別的主管机关建立了技术文件的集中登记(如全苏地质档案全宗、全苏測繪档案全宗、中央科学研究和水文气象档案室)。苏联中央国家建筑工程定型設計院只推广了有关民用建筑和工业建筑的标准文件。苏联科学院科学情报研究所和中央建筑科学研究院出版了一种情报刊物,但是材料都是苏联和外国刊物上
The extensive coverage of science and technology achievements is one of the necessary conditions for technological progress. The archives, which contain scientific books and technical documents that focus on the various sectors of the national economy, are the basic source of such reports. With a sound centralized registration system for design materials and its scientific organization and safekeeping, it is possible to ensure the completeness and timeliness of scientific and technological information. Unfortunately, this system has not yet been established. There is no connection between the various agencies, scientific institutes, design institutes and factories’ technical archives. Only a few competent authorities have set up centralized registration of technical documents (such as the Quanzong Geological Archives, the Quanzang Archives, the Central Scientific Research and Hydrometeorological Archives). The Soviet Union’s Central State Bureau of Architectural Design and Design Institute only promoted the standard documents on civil and industrial buildings. The Institute of Scientific Information of the Soviet Academy of Sciences and the Central Academy of Building Research published an intelligence publication, but the materials were on Soviet and foreign publications
