第二届深港甬经济合作研讨会在十五大刚刚闭幕的时候召开,是非常及时的。党的十五大是在我国改革开放和社会主义现代化建设的一个关键时刻召开的。江泽民同志在十五大报告中所作出的许多论断、方针、政策,例如,关于香港回归后,“一国两制”、“港人治港”、“高度自治”的方针得到切实贯彻执行,必将保持香港的繁荣与稳定;关于努力提高对外开放水平,进一步办好经济特区、上海浦东新区,鼓励这些地区在体制创新、产业升级、扩大开放等方面继续走在前面,发挥对全国的示范、辐射、带动作用;关于公有制实现形式可以多样化,非公有制经济是我国社会主义市场经济的重要组成部分,要继续鼓励、引导,使之健康发展;关于建设社会主义法治国家的论断,等等,直接关系到深圳、香港、宁波今后的发展,需要很好地领会、贯彻。但是,我认为,党的十五大提出高举邓小平理论的伟大旗帜,论证了邓小平理论是马克思主义在中国发展的新阶段,确定了以邓小平理论作为我国革命和建设的行动指南,从而使我们在历史的重大关键时刻继续得到正确的理论指导,保证我国的社会主义现代化建设得以继续沿着正确的方向和道路胜利前进。
