1989年9月18日至22日于内蒙呼和浩特市召开了全国第七届冬季施工会议。有来自“三北”地区12个省、市,六个部委科研、设计、施工单位、高等院校的127名代表出席了会议。会上,建设部郑念中处长作了“关于当前施工战线形势和推进技术进步六条措施”的讲话。与会代表一致认识到,要以当前治理、整顿为契机,研究冬施成套技术,加紧制定相关的规程、标准和冬施管理办法,进一步提高冬季施工技术水平。
From September 18 to September 22, 1989, the seventh national winter construction conference was held in Hohhot, Inner Mongolia. There were 127 delegates from 12 provinces, cities, and six ministries and commissions in scientific research, design, construction, and institutions of higher learning attending the conference. At the meeting, the Director of the Ministry of Construction, Zheng Nianzhong, made a speech on “The current situation of the construction front and six measures to promote technological progress.” The delegates unanimously recognized that it is necessary to take the current governance and rectification as an opportunity to study the winter planting technology and step up the development of relevant regulations, standards, and winter management practices to further improve the level of winter construction technology.
