在国际多边贸易体制的贸易歧视与贸易自由化的激烈斗争中,纺织品及服装历来就是一个非常敏感与非常特殊的问题,为各国所特别重视。说它敏感,因为纺织品及服装是世界贸易中生产量最大、消费量最大的一类产品,是许多国家的支柱产业;说它特殊,是因为自60年代以来在西方大国的策动下,一直把纺织品及服装游离于原关贸总协定自由贸易体制之外,成为背离国际贸易规则的特殊商品,从而使纺织品出口国的生产与出口受到极大的制约。在广大纺织品出口国的呼吁和努力下,乌拉圭回合终于达成了纺织品回归到自由贸易轨道下的协议。
In the fierce struggle between trade discrimination and trade liberalization in the international multilateral trade system, textiles and clothing have always been a very sensitive and very special issue, and have been given special attention by countries. It is sensitive because textiles and clothing are the most productive and most consumed products in the world’s trade. They are the pillar industries in many countries. They are special because they have been driven by Western powers since the 1960s. Textiles and clothing are dissociated from the original free trade system of the GATT and become special commodities that deviate from the rules of international trade, thus greatly restricting the production and export of textile exporting countries. With the appeal and efforts of textile exporting countries, the Uruguay Round has finally reached an agreement on textiles returning to the track of free trade.
