地方标准是我国标准体系结构中极具特色的一个层级,是目前标准化改革的一个主要领域。本文从地方标准的历史、实施问题、存废问题、地方标准制定权四个方面对地方标准进行了讨论与展望,并对《标准化(修订草案)》第12条的修改进行了探讨。
Local standards are one of the most distinctive layers in China’s standard architecture and are a major area of standardization reform at present. This article discusses and looks forward to the local standards from four aspects: the history of local standards, the problems of implementation, the problems of existing and abusing, and the standards of local standards. The article also discusses the revision of Article 12 of Standardization (Revised Draft).
