2010年2月23日,省煤炭局、省安监局、省监察厅、省公安厅、省国土资源厅、湖南煤监局、省工商局七部门联合发布公告,决定自即日起至6月底止,在全省开展深化煤矿整顿关闭专项行动。省委副书记、省长周强指示,煤矿整顿关闭工作是硬任务,煤炭、安监、煤监部门要认真组织实施,国土资源、公安、工商等部门要协调配合、通力合作。各级各部门要牢固树立宁可少要一点GDP、宁可牺牲一点财政收入、宁可从外省调煤保电,也要确保煤矿安全生产的思想,把煤矿安全生产作为各级煤炭主管部门和煤炭主产区政府的第一位责任。煤炭主管部门要集中精力抓煤矿安全生产,工作绩效考核将会与煤矿安全生产指标挂钩。今后,将不再给煤炭主管部门下达煤炭生产指标和保电煤的任务。至此,湖南省煤矿整顿关闭集中行动攻坚战正式拉开帷幕。
