目前仅就部份省市的统计,工农干部参加文化学习的已有十三万五千人。大部份干部由于文化水平的上升,工作的积极性得到进一步的发挥。但也必须指出,这一工作还仅仅是开始,发展还很不平衡(专级以上机关较好,县区较差);领导关系还不统一(有归政府领导,有归党委领导);学制课程还没有统一规定;经费还存在着困难,尤其是教材还没有适当的解决……因此,要求各级领导上对工农干部的学习,不要仅在口头承认其重要或停止在号召的阶段,而必须切实的重视这一工作并加强领导,以求逐步解决上述的
