本文以重工业为例研究了征收碳税对能源效率提高的作用机制。研究碳税征收的效应对于推动碳税政策及环境立法具有重要的意义。从短期看,碳税征收导致的生产要素替代、能源结构优化和技术进步等能促进能源效率的提高;从长期看,碳税征收会推动重工业产业内部出现结构性变化,提高产业的集中度,从而提高能源效率。碳税征收导致的企业规模扩大,使规模更大、技术更先进、能效更高的生产设备替代原有规模小、落后、能效低的生产设备,有利于发挥大企业在体系性技术研发方面的优势从而推动技术进步,是碳税征收推动重工业能源效率提高的主要机制。
In this paper, we take heavy industry as an example to study the role of carbon tax on energy efficiency. Studying the effect of carbon tax collection is of great significance for promoting carbon tax policy and environmental legislation. In the short run, the replacement of production factors caused by the carbon tax collection, the optimization of energy structure and technological progress can promote the improvement of energy efficiency. In the long run, the carbon tax collection will promote the structural changes in the heavy industry and increase the concentration of industries, Thus improving energy efficiency.
