回顾中国社会保障制度和福利体系的发展,进而探讨社会保障与城市化的关系,可以看出,健康、持续、稳定的城市化离不开社会保障制度。但在一定时期和情况下,促进社会保障制度的政策并不一定带来城市化的相应发展,社会保障制度尤其是社会保险制度必须适度,而有助于全民共享的社会福利体系却有利于从整体上促进城市化和城乡经济社会协调发展。对于中国城市化进程中社会福利制度存在的问题,需完善社会福利制度的有关做法及政策。
Looking back at the development of China’s social security system and welfare system, and exploring the relationship between social security and urbanization, we can see that a healthy, sustained and stable urbanization can not be separated from the social security system. However, under certain circumstances and circumstances, the policy of promoting the social security system does not necessarily bring about the corresponding development of urbanization. The social security system, especially the social insurance system, must be moderate while the social welfare system, which is conducive to sharing the whole people, As a whole, we should promote urbanization and the coordinated economic and social development between urban and rural areas. For the existing problems of the social welfare system in the process of urbanization in China, the relevant practices and policies of the social welfare system need to be improved.
