网络是新经济时代的基础设施, 信息传递、办公、服务、交流、营销、娱乐等各种活动都可以通过网络完成。企业对网络的需求也在逐步提高,对网络的安全性和稳定性的要求也越来越高,网络规模日益扩大,复杂性日益提高,这使得网络的构建和日常维护成为很棘手的问题,企业不得不付出极大的人力、物力对网络进行管理,在这种形势下,网管软件的作用也日益突出。实际上,网络管理并非是一个新的概念,计算机网络管理是随着1969 年世界上第一个计算机网络Arpanet
