21世纪的第一个十年,中国政治生活中最显著的现象之一就是网络民意的勃兴。以网络为代表的新媒体,以各具特色的形式,大大激发了公民的参与意识,提高了公民的参与能力,加速了中国政治现代化的进程。当前,网络民意方兴未艾,对建设公民社会既有推动作用也有不利影响,而公民社会的推进反过来也对网络民意进行了引导和规范。
In the first decade of the 21st century, one of the most significant phenomena in China’s political life is the rise of cyberpublic opinion. The new media represented by the Internet has greatly stimulated the citizens ’awareness of participation, enhanced the citizens’ ability to participate, and accelerated the process of political modernization in China with distinctive forms. At present, the popularization of public opinion on the internet is in the ascendant, and it has a negative effect on the promotion of building civil society. On the other hand, the promotion of civil society has in turn led and regulated online public opinion.
