人类战场上使用生化武器由来已久,从冷兵器时代就已经开始了。自从美国受到炭疽邮件袭击以来,恐怖分子利用廉价生化武器袭击平民的意图也经毋庸质疑。他们制造的生化袭击事件不但造成了人员伤亡,更造成了人们的心理恐慌。国际社会对此有何应对措施呢?
The use of biological and chemical weapons on the human battlefield has been around for a long time, beginning with the cold weapon era. The intentions of terrorists to attack civilians using cheap biological and chemical weapons have not been questioned since the United States was attacked by anthrax mail. The biochemical attacks they created not only caused casualties but also caused people's psychological panic. What should the international community do about this?
