国外先进国家因其城市化起步早,在更长的时间总结出了财务控制的宝贵经验。同时,因得益于相对完善的经济体制、行之有效的司法体系和制约力强的监督制度,国外形成了成熟健康的市场经济和较为完善的管理体系,政府监管力度大,因此切实保证了项目财务,使得群众、社会都从中受益。我们仔细而深入地搜集了西方国家政府对建筑项目财务控制监管情况的相关资料,并进行归纳提炼,得出相关经验借鉴。
Foreign advanced countries started out as early as urbanization and summed up precious experience of financial control over a longer period of time. At the same time, due to the relatively sound economic system, an effective judicial system and a strong monitoring system, a mature and healthy market economy and a relatively complete management system have been established in foreign countries. The government has made great efforts to supervise the economy so as to effectively guarantee Project finance, make masses, society benefit from it. We carefully and in-depth collection of Western governments on the financial control of construction projects related to regulatory information, and to sum up, draw lessons learned.
