征地纠纷已成为农民上访的主要原因和农民维权的焦点问题,为此,要彻底解决征地纠纷问题,必须从制度建设上入手,加快完善相关制度,建立一套完整的征地纠纷裁决制度,引导被征地农民采取合法手段表达其诉求,指导各级政府职能部门依法解决征地纠纷。
