本文从官僚制基本理论出发,首先分析了我国执政党在改革开放前“打破”官僚制、遏止官僚主义的领导思维及其对社会发展的影响。改革开放以来,在法治化、制度化建设的大背景下,以干部人事制度改革、行政体制改革、公务员制度等为特征的理性官僚制正在逐步完善与发展,与此同时,官僚主义与官僚陋习也在滋生蔓延。官僚主义与官僚陋习二者形成机理的内在矛盾要求我们必须超越官僚制,以“后官僚制”精神为指导,大胆创新执政党的工作方法和运行机制。
