5月4日,国务院常务会议决定对促进民间投资政策落实情况开展专项督查,着力扩大民间投资。会议指出,民间投资是稳增长、调结构、促就业的重要支撑力量。过去一年多的时间里,在《国务院关于创新重点领域投融资机制鼓励社会投资的指导意见》(坊间俗称“社会投资39条”)指引下,民间投资迅猛增长,与国有资本投资比肩而立,成为稳增长、调结构、促就业的重要支撑力量。根据国家统计局今年年初公布的统计数据,2015年,我国民间固定资产投资354007亿元,比上年名义增长10.1%,扣除价格因素实际增长12.1%,民间固定资产投资占全国固定资产投资(不含农户)的比重为64.2%。
