中共中央、国务院对水利工作十分重视。今年十月十七日,国务院转发了水利电力部《关于加强农田水利设施管理工作报告》的通知,十一月四日,中共中央书记处农村政策研究室、水利电力部联合发出《关于今冬明春开展水利工程整修的通知》,十月十八日,水利电力部召开了防洪清障工作会议。接着十一月八日水利电力部召开了全国水利工程整修动员电话会议。为了贯彻党中央、国务院、水利电力部以上通知和会议的精神,经区人民政府研究决定召开这次全区水利工作会议。这次会议的目的就是贯彻落实中央关于加强水利工作的精神,
