2014年,江苏省东台市把政府花钱直接购买公共服务确定为重点工作大力推进,着力构建多层次、多形式的公共服务供给体系。东台市人民政府办公室印发了《关于推进政府购买公共服务工作的实施方案》,明确了政府购买公共服务的范围、采购操作流程、相关部门和单位应承担的职责义务等。东台市财政局制定了《东台市2014年政府购买服务集中采购目录》,增强了政府购买服务工作的指导性和操作性。1
In 2014, Dongtai City, Jiangsu Province, decided to make the government’s direct purchase of public services a priority and made great efforts to establish a multi-level and multi-form public service supply system. The office of Dongtai People’s Government issued the Implementation Plan on Promoting the Government’s Purchase of Public Services, which clearly defined the scope of government procurement of public services, the procurement operation procedures and the responsibilities and obligations that relevant departments and units should assume. Dongtai City Bureau of Finance formulated the “Dongtai City Government procurement services in 2014 centralized procurement directory” to enhance the guidance of government procurement services and operational. 1
