前言我们接受了伪政府许多农林场园:计如伪江西省农林处领导的农林试验总场、农艺试验场、园艺试验场、稻作试验场、耕牛改良场、兽疫血清制造所、两个果树园、两个棉作场、四个茶业改良场、五个区农场、七个林场、二十七个垦殖场;由伪中央棉产改进处领导的赣北棉场;由伪国防部领导的赣北屯垦处及其所属永修、高安、吉水、吉安、瑞昌等地垦区;由伪机械农垦管理处江西分处领导的机械农具修理厂及四个机械农场;由伪江西省农林处与北平静生生物调查所合办的森林植物园;由伪卢山管理局领导的卢山林场;这些场园,在反动政府时代被看做一种点缀品,没有很好的利用表现成绩不大,且在解放时大部份已荒废了,但是对提高今后江西农林技术发展农林事业,却是一个有利的基础,绝不能有丝毫忽视,由于这些场园过去没有被重视,在机构上、组织上、领导上处处表现了不合精简的原则,所以今天我们提出办法,加以整理是很必要的。
