蓬莱市在《山东劳动》的宣传发行工作中,从学刊、用刊关键环节入手,通过提高《山东劳动》的影响力和吸引力,使广大企业、职工自觉订阅,初步形成了政府部门用《山东劳动》了解国家劳动方针、政策;企业用《山东劳动》指导工作;职工用《山东劳动》维护自身合法投益的良好局面。1995年,该市《山东劳动》的订阅数量突破了1500份大关,有力地推动了劳动工作的开展。转变观念——抓用刊——用刊物指导改革。1995年4月,蓬菜市召开市属工业企业工作会议,他们向大会推荐了《山东劳动》1994年12期上刊载的《国营企业存在的重要困难及解决问题的对策》一文,受到了与会者的好评,分管劳动工作的副市长在会上当即要求,企业厂长经理要通过《山东劳动》更多地了解劳动工作的各项政策法规。工作中,
