根据WEBSTER大词典的定义,咨询是为进行决策与判断而去寻找指导性意见的活动;是通过研究文献资料或文件,寻找某些事实与信息的活动;是在进行判断与行动时,考虑并尊重某些意见的活动。那么按此定义推导,专门提供这类咨询活动的机构统称为咨询行业。在咨询行业中,那些站在科技、经济与社会的交汇点,从宏观与微观的角度提供研究与分析,特别是为中国技术创新能力的提高,为中国高技术产业的发展提供咨询服务的企业群即是科技咨询业。 科技咨询业是中国咨询业的新兵,她的发展不仅碰到常规咨询业普遍面临的困难,更受到科技咨询业自身发展的现实条件束缚。为加速科技成果的产业化,特别是推动中国高技术产业的发展,必须扶持我国的科技咨询业,使其健康发展,成为中国高技术产业可靠的支撑。咨询活动的产生是社会大生产对社会分工要求的产物,而咨询业则是顺应市场经济而产生和发展起来的。从某种程度上说,咨询业的健康发展正是市场经济成熟的标志。
