沂沭泗流域的水利工程,在历年的防汛、排涝、灌溉等方面发挥了重要作用。但是,由于长期以来水利行业重建设、轻管理的思想影响,加上缺少水利工程的维护管理经费和大修更新资金,工程的自然老化非常严重。主要是河道堤防工程标准低,堤防断面单薄,高程不足,堤身隐患多,石护风化坍塌;河湖生物阻水,自然淤积和人为设障,行洪能力大为降低;控制性闸涵施工质量差,混凝土构件严重碳化等等。水利工程效益衰减和运行管理经费严重不足是我们面临的两大难题。
