如何妥善处置逐年攀升的群体性事件,是对党的执政能力的检验和考验,解决群体性事件最有力、最稳定、最长效的机制就是法律机制。由于群体性事件性质的特殊性和中国特色的政党制度,决定了其处置办法不能仅仅依靠法律一条途径。要在党“总揽全局、协调各方”的原则下,不断认识和把握新形势下群体性事件的特点和规律,实现制度创新,提高“综合治理”能力,为构建社会主义和谐社会打下基础。
