2007年,为缩短大医院平均住院日、提高床位使用率、缓解住院难、合理分流康复患者,原北京市卫生局依托专家资源,结合北京市具体情况,着手进行康复医疗体系建设的政策研究。在此基础上,北京市提出“与国际先进医疗体系接轨,利用现有二级医疗机构资源,努力发展康复医疗体系,提升急性期住院患者预后生活质量、降低医疗费用”的思路。自此,北京市公立医院转型康复医院的工作拉开帷幕。二级医疗机构优先参与改革
