实行市场经济是为了解决效率问题,而进行社会保障则是为了解决公平问题。但是就我国目前社会保障的现状和理念而言,却存在着许多不公平的现象,社会保障的不公平严重危害到社会团结,甚至是造成社会动乱的根源,严重影响到我国的政治稳定,影响到我们构建社会主义和谐社会。社会保障存在的目的之一便是消除劳动者的后顾之忧,促进劳动者在劳动力市场的自由流动,但是由于我国目前的社会保障体系不统一,各省市有自己的社保体系,社会保障反而对劳动者的跨地区流动造成了一些负面的影响,社会保障反而大大降低了劳动力的资源配置。总之,社会保障的不公平造成了社会上许多不稳定的现象;它一定程度上阻碍经济发展。因此制定合理的社保制度促进社会公平具有重大的意义。
