From the “Provisions of the Sichuan Provincial People’s Government of the Chinese Communist Party and the Sichuan Provincial People’s Government on Stabilizing the Teaching Staff in Primary and Secondary Schools” (No. 11 of the Sichuan Provincial Party Committee [1985]) and the Sichuan Provincial People’s Government issued “Sichuan Province’s Establishment of Qualified and Stable Teachers of Primary and Secondary Schools After the issuance of the ”Notice of Provisional Regulations" (Chuanfu [1986] No. 81) and other documents, the management of primary and secondary school teachers has been strengthened.
