执政能力建设是党执政后的一项基本建设,也 是关系社会主义事业兴衰成败、关系中华民族前途 命运、关系党的生死存亡和国家长治久安的一个重 大战略课题。党的十六届四中全会作出的《中共中央 关于加强党的执政能力建设的决定》,是我党历史上 第一部关于加强党的执政能力建设的纲领性文件。 《决定》主题鲜明、立意高远、内涵丰富、重点突出,提 出了许多新观点、新思路、新举措,具有很强的思想 性、指导性和可操作性。陕西省社科联、陕西省行政 学院、陕西日报2004年12月14日共同举办了“加 强党的执政能力建设理论研讨会”。与会的专家、学 者围绕党的执政能力建设这一重大理论课题,进行 了深入研讨。
Building the Governing Capability is a Basic Project after the Party Is in Power. It is also a major strategic issue that concerns the success or failure of the cause of socialism, the future and destiny of the Chinese nation, the party’s survival and the long-term peace and stability of the country. The “Decision of the Central Committee of the Communist Party of China on Strengthening the Building of the Party’s Ability to Govern” made by the Fourth Plenary Session of the 16th Central Committee of the Party is the first programmatic document in our party’s history concerning strengthening the party’s ability to govern. The theme of “Decision” is clear, ambitious, rich in connotation and outstanding in its prominence, and many new ideas, new ideas and new measures are put forward, which are highly ideological, guiding and operational. Shaanxi Provincial Federation of Social Sciences, Shaanxi Provincial School of Administration, Shaanxi Daily on December 14, 2004 co-sponsored “to strengthen the party’s governing capacity building theory seminar ”. The participating experts and scholars conducted in-depth discussions around the major theoretical issue of the party’s ability to govern as a leader.
