任何一部法律的实施和执行都要有其相应的社会环境,档案法律法规的实施不但如此,而且更需要值得重视这一问题。这是因为:档案工作已成为一项社会性事业,档案法律法规的实施涉及到社会的各个方面,需要社会各方面的协调配合。如果没有一个贯彻实施档案法律法规所适宜的社会环境,那么,其执行就要流于形式,难以发挥其作用;那么,依法治档就将成为一句空话。
The implementation of any law must have its own corresponding social environment. The implementation of archival laws and regulations is not only the case, but also worthy of attention to this issue. This is because: Archives work has become a social undertaking. The implementation of archival laws and regulations involves all aspects of society and requires the coordination and cooperation of all sectors of society. If there is no suitable social environment for carrying out the archives laws and regulations, then its implementation will have to be mere formality and it will be hard to play its role; then, filing the archives according to law will become an empty talk.
