《中华人民共和国渔业法》和《湖南省渔业条例》颁布以来,我省渔业生产纳入了法制管理的轨道,出现了依法治渔,依法管渔,以法兴渔的局面。全省有100多个县(市)渔业行政主管部门建立了渔政监督管理机构。在重点渔业水域设立了渔业公安派出所,渔业民警近200人。渔政检查员发展到1000多人。这支渔业执法队伍在保障渔业生产,维护渔民利益,增殖保护水产资源和珍稀水生动物,保护渔业生态环境,开展渔船检验及安全监督等方面产生了重大作用。全省蓄禁鱼类越冬场、产卵场、索饵场面积达130万亩,在重点渔业水域采取人工放流,增殖鱼类资
