构建社会主义和谐社会,是我们党从新世纪新阶段我国发展基本特征出发提出的重大战略思想,是对中国特色社会主义建设的总体布局,是全面贯彻落实科学发展观的必然要求。党的十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》把构建社会主义和谐社会作为加强党的执政能力建设的主要任务第一次提出后,党的十六届五中全会通过的《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》又对这项工作进行了全面部署,提出了明确的要求。如何妥善处理各类社会矛盾,构建和谐社会,是世界上所有国家的执政党在推进经济社会发展进程中遇到的共性问题。认真研究和借鉴他国的经验和做法,正确把握处理社会矛盾的共同规律,对我们构建社会主义和谐社会具有重要的现实意义。为此,本刊特地刊登了中央组织部党建研究所课题组的一系列研究成果。
The construction of a harmonious socialist society is a major strategic concept put forward by our party for starting from the basic characteristics of our country in the new phase of the new century and the overall layout of building socialism with Chinese characteristics and the necessary requirement for the comprehensive implementation of the scientific concept of development. After the Fourth Plenary Session of the 16th CPC Central Committee passed the “Decision of the Central Committee of the Communist Party of China on Strengthening the Building of the Party’s Ability to Govern”, the 16th session of the Party’s 16th session of the Party’s Central Committee has been set up as the main task of building a socialist harmonious society as a means of strengthening the party’s ability to govern. The “Proposal of the Central Committee of the Communist Party of China on Formulating the 11th Five-Year Plan for National Economic and Social Development” passed by the Fifth Plenary Session made a full deployment of this work and put forth specific requirements. How to properly handle all kinds of social conflicts and build a harmonious society is a common problem encountered by the ruling parties in all countries in the process of promoting economic and social development. To seriously study and learn from the experiences and practices of other countries and correctly grasp the common law of dealing with social conflicts has an important practical significance for us to build a socialist harmonious society. To this end, we published a series of research results specially published by the research group of the Party Organization Institute of the Central Organization Department.
