未来20年是我国经济社会发展的重要战略机遇期。党的十六大提出国民经济要翻两番,要全面建设小康社会,正确制定我国运输发展战略,实现我国运输业跨越式发展,是我国运输界应积极面对和急待解决的问题。建国以来,特别是改革开放以来,我国运输业有了快速发展,实现了从限制我国经济发展到缓解的转变,但从全局来说远不能适应经济社会发展的要求。根据未来20年国际国内形势的发展,我国运输业应继续加快建设,力争2010年初步适应、2020年基本适应经济社会发展的要求。为了实现这一战略目标,应增加各种运输方式的运输线路长度,加快西部地区的运输建设,加快运输大通道、和周边国家运输联系的网络、不同旅客群体和不同货类运输系统建设,加快运输企业战略性结构调整和现代化建设步伐。为了适应这一要求,国家应制定积极的政策和有力的措施,保证上述目标的实现。
The next 20 years will be an important strategic period for China’s economic and social development. The 16th National Congress of the Communist Party of China proposed that the national economy should quadruple its construction. To comprehensively build a moderately prosperous society, correctly formulate China’s transport development strategy and realize the leapfrog development of China’s transport industry are issues that the transport industry in our country should actively face and urgently need to resolve. Since the founding of the People’s Republic of China, especially since the reform and opening up, China’s transport industry has witnessed rapid development and has achieved the transition from limiting China’s economic development to easing. However, the overall situation is far from meeting the requirements of economic and social development. According to the development of international and domestic situations in the next 20 years, China’s transport industry should continue to speed up its construction and strive to be initially adapted in 2010 and basically meet the requirements of economic and social development in 2020. In order to achieve this strategic goal, we should increase the length of transport routes for various transport modes, speed up transport construction in the western region, speed up the construction of large transport corridors, transport links to neighboring countries, construction of different passenger groups and different types of freight transport systems, and accelerate Strategic adjustment of transport enterprises and the pace of modernization. In order to meet this requirement, the state should formulate active policies and effective measures to ensure the above goals are achieved.
