沿海经济发展战略的实施,对全国各地是一种挑战。地处内陆腹地的关中如何迎接这种挑战,是三秦儿女正力图探索的课题。本文拟从关中地区城乡协调发展角度,探讨关中地区城乡一体化的必要性和可行性。城乡一体化是我国农村城市化的一种形式。其实质是把城市和乡村作为社会运行的有机整体,从城乡社会的共同利益出发,全面规划城乡社会的发展。城乡一体化的基本内容包括城乡社会经济的协调发展,科学技术的共同进步,城乡文化的相互交融,城乡生活方式的不断接近,城乡居民素质的共同提高,城乡社会结构融为一体。实现城乡一体化的具体途径是协调大、中、小城市和乡村的发展,以大中城市为中心,小城镇为纽带,广大农村为基础,以城带乡,以乡促城,优势互补,协调发展。
The implementation of the coastal economic development strategy is a challenge across the country. How to meet this challenge in Guanzhong, an inland hinterland, is the subject of what the children of Sanqin are trying to explore. The concrete approach to achieve the integration of urban and rural areas is to coordinate the development of large, medium and small cities and villages, with large and medium-sized cities as the center and small towns as the link, the vast rural areas as the foundation, Coordinated development.
